Kentucky Strengthening Ties & Empowering Parents
What is Kentucky Strengthening Ties & Empowering Parents?
Kentucky Strengthening Ties & Empowering Parents (KSTEP) is an evidence-informed program that serves families who have been affected by substance abuse and are involved with the child welfare system. KSTEP follows an in-home service model, which has proven effectiveness by eliminating barriers associated with traditional office settings. KSTEP is intended to increase case coordination services, improve partnerships between families and providers, and allow for rapid access to clinical services, such as substance use treatment.
Each family is assigned a Clinical Specialist and Family Care Coordinator who assist the family identify strengths and challenges, develop goals for treatment, address barriers to substance use treatment, and advocate for the family’s needs. KSTEP services use a phase-based approach that allows for progression in the intensity of services based on each family’s unique needs; services last an average of 8 months. Families participate in a family team meeting each month with their KSTEP team, DCBS worker, treatment providers, and natural supports to review progress toward goals, develop plans to address ongoing barriers and review phase movement.
KVC partners with DCBS to provide KSTEP services in 3 regions across the Commonwealth.

- The Northeastern region serves families in Rowan, Bath, Fleming, Montgomery, Robertson, Bracken, Morgan, Menifee, and Mason Counties.
- The Salt River Trail region serves families in Anderson, Breckinridge, Bullitt, Franklin, Grayson, Hardin, Henry, Larue, Marion, Meade, Nelson, Oldham, Shelby, Spencer, Trimble, Washington and Woodford Counties.
- The Cumberland region serves families in Adair, Casey, Clinton, Cumberland, Green, McCreary, Pulaski, Russell, Taylor, Wayne and Laurel Counties
